Oxea takes FID on Bay City oxo expansion, with new Air Liquide syngas unit on site
Oxea, the oxo intermediates producer formerly known as OQ Chemicals, has confirmed a final investment decision for a major capacity expansion at its Bay City, Texas manufacturing site. The July 9 announcement commits the company to expanding propionaldehyde production while fully enabling additional propanol and butanol capacity, with knock-on feedstock availability for its carboxylic acids portfolio.
Site preparation is scheduled to begin in the third quarter of 2026, with project completion expected by the end of 2028.
The syngas piece
The more structurally interesting element for safety practitioners is the feedstock arrangement. Oxea has signed a long-term synthesis gas supply agreement with Air Liquide, which will design, build, and operate a dedicated syngas production unit at the Bay City site. The unit will incorporate carbon dioxide recirculation technology, returning CO₂ to the reactor to optimize syngas composition and production flexibility while reducing overall carbon emissions.
An over-the-fence industrial gas arrangement of this kind adds an ownership boundary through the middle of a hazard footprint: one operator’s reformer and CO/H₂ delivery system feeding another operator’s high-pressure hydroformylation units, with utilities, flare, and emergency systems to be allocated across the interface.
What the study pipeline looks like
For process safety and PHA work, a project of this shape generates several distinct workstreams between now and 2028. The new syngas unit and the expanded oxo trains will each carry design-stage HAZOPs through FEED and detail design, along with SIL determination for new safeguarded functions. The CO₂-recirculation scheme is a departure from conventional syngas flowsheets, which typically means less off-the-shelf hazard knowledge and more attention on the reaction and reformer sections.
The interface itself usually justifies dedicated treatment: tie-in and interconnect HAZOPs, clarity on which party’s management-of-change and permit systems govern shared boundaries, and emergency-response coordination between two operating organizations on one fence line. Brownfield tie-ins into a running oxo complex will also need construction-phase and simultaneous-operations reviews as site preparation begins later this year.
Bay City is an established Oxea site — it recently hosted the infrastructure build-out for Röhm’s adjacent methyl methacrylate plant — so this expansion continues a pattern of the Texas Gulf Coast adding interlinked, multi-operator chemical capacity, with the interface studies that come with it.
