ADNOC Gas puts $8.2 billion of sour-gas and NGL work into EPC — a live study pipeline

ADNOC Gas has awarded two large engineering, procurement and construction packages under its Rich Gas Development (RGD) programme, together worth roughly $8.2 billion — moving a substantial block of sour-gas and NGL processing work into the phase where design-stage safety studies are current work rather than future intent.

The two awards

Wison Engineering announced on 14 August 2026 that it had secured the EPC contract for RGD Phase 2, a new natural-gas-processing train at Habshan, in what the company calls the largest EPC award in its history at roughly $3.9–4.04 billion. Per Wison’s announcement, the scope spans gas pipelines, separation and condensate-stabilisation units, acid-gas removal units, and the core deep-NGL recovery units.

Tecnimont, part of MAIRE, holds RGD Phase 3: the expansion of the Ruwais NGL facility with a fifth NGL fractionation unit plus treatment and sweetening systems, a regeneration-gas treatment unit, a propane refrigeration system, ancillary systems and storage. MAIRE puts the value at about $4.3 billion, with completion around 2030 and an output capacity near 8 million tonnes per year of NGLs, according to detail carried by Hydrocarbon Processing. Both awards sit within ADNOC’s broader Rich Gas Development program, which targets higher recovery of higher-value liquids from rich natural gas.

Why the scope is study-heavy

The hazard profile of these trains is squarely in process-safety territory. Acid-gas removal brings hydrogen sulfide handling into the envelope — a toxic, flammable gas whose loss-of-containment and treating-system upset scenarios reward careful node definition and safeguard allocation. Condensate stabilisation manages light-ends flash and vapour-pressure control, with over-pressure and level-control deviations that drive relief and flare sizing. NGL fractionation stacks propane, butane and pentane separation with refrigeration systems and large hydrocarbon inventories, and propane refrigeration adds a flammable refrigerant loop of its own.

Projects of this shape typically carry design HAZOPs through FEED and detailed design, LOPA and SIL determination and verification for new safeguarded functions, relief and flare studies, and pre-startup reviews as commissioning approaches — across multiple contractor and licensor boundaries where interface definition matters. A 2030 completion target means that work is being planned and staffed now.

The demand signal

For anyone tracking where process-hazard-analysis demand is heading, gas processing and NGL recovery remain a steady source of it — distinct from the energy-transition ammonia and carbon-capture projects that have dominated recent demand-signal coverage. Two multi-billion-dollar sour-gas and NGL trains entering EPC in the same programme is a concrete, near-term marker of study workload in the Middle East gas sector.
